Hebei Province Issues New Standards for Manufactured Sand and Aggregates Industry

To further regulate the development of the manufactured sand and aggregates industry and enhance its overall quality, the Department of Industry and Information Technology of Hebei Province recently released the *Specifications for the Manufactured Sand and Aggregates Industry (Trial)* (hereinafter referred to as the *Specifications*). These regulations set clear requirements for production capacity, energy consumption, raw material sourcing, and product quality, aiming to steer the industry toward green, large-scale, and high-quality development.

Higher Production Thresholds to Strengthen Resource Utilization

The *Specifications* impose strict limits on production capacity: Enterprises using raw stone to produce manufactured sand and aggregates must have an annual output of no less than 2 million tons, while those utilizing mining waste (such as waste rock or tailings) must maintain an annual capacity of at least 1 million tons. This measure seeks to encourage industry consolidation, reduce inefficient competition from small and disorganized enterprises, and improve resource efficiency. Additionally, enterprises purchasing raw materials must ensure legal, stable, and traceable sources, preventing illegal mining and unauthorized transactions.

Optimizing Energy Consumption Standards to Encourage Green and Low-Carbon Development

Energy efficiency is a key focus of the new regulations. The *Specifications* stipulate energy consumption limits for different raw materials: For enterprises processing soft rock materials like limestone, energy use per 10,000 tons of product (excluding mining and sewage treatment) must not exceed 10 tons of standard coal; for medium-hard rock such as granite, the limit is 13 tons. Furthermore, the document encourages enterprises to adopt renewable energy, promoting green alternatives to fossil fuels in alignment with carbon neutrality goals.

Aggregates for high-performance concrete must also meet the requirements of *Aggregates for High-Performance Concrete* (JG/T 568).
